The following documents provide a historical timeline and record of communication from the Porcupine Caribou Management Board and the Parties of the Porcupine Caribou Management Agreement (PCMA) in response to Alaska’s Bureau of Land Management’s process of implementing an oil and gas leasing program within the Arctic National Wildlife Refuge. Some of the comments refer to an “international agreement”. The full title of this agreement is Agreement Between the Government of Canada and the Government of the United States of America on the Conservation of the Porcupine Caribou Herd.
